科研「冷戦後東アジア国際秩序の変動と秩序形成の総合的研究－パワーと歴史認識の交錯」
基盤研究（A)　平成19年度～21年度
本研究プロジェクトは、歴史摩擦をめぐる諸問題を実証的に検証すると同時に、
東アジア国際政治の構造変動の観点を重視し、パワー、ナショナリズム、歴史摩擦の交錯の視点から、
東アジアの秩序形成への影響や問題解決の糸口を探ることを目指す。
以上の目的を達成するために、３つのテーマを設定する。
（１）東アジア国際関係の構造変動と歴史問題の交錯の分析と考察
国際関係の視点から歴史問題に接近し、歴史認識とパワーの交錯に焦点をあてる。
歴史摩擦と東アジアの構造的変化との相互作用がこの地域の秩序形成にいかなる影響を及ぼしているかを
解明する。
（２）歴史認識と市民社会の比較考察－市民社会の特徴・成熟度と歴史認識の有り様との関連を分析し、
歴史摩擦のメカニズムと原因の解明および、この問題が東アジアの地域秩序に及ぼす影響を検討する。
（３）歴史認識と地域主義の考察－歴史摩擦を地域主義形成の文脈で考察し、
歴史摩擦と不健全なナショナリズムの台頭を「埋め込む」ための枠組みの形成を探求する。
1. The history question has been a subject of historical studies for many years. In more recent years,
however, it has become an important subject for research among diplomatic historians and international
relations scholars as well. Prime Minister Shinzo Abe's visit to China and Korea was no more than
a stop gap to the worsening relations between Japan and other Asian countries, and the history question
remains potential sources of discord that would seriously affect the peace and stability in this region.
In addition, the history frictions are beginning to affect US-Japan relations in a
negative manner. If mismanaged, they will have a destabilizing impact on the East Asian order.
It must be noted that the history question has been evolving in tandem with the structural changes
that has been taking place in East Asia for the past two decade. The linkage of the history frictions
with the changing relations of power in the region has made the current history question qualitatively
different from the history controversy of the mid-1980s. Both North Korea's nuclear weapons
development issue and the rise of unhealthy, intolerant nationalism in the region have also made
the history problem more complicated than ever.
2. Given the importance of the changing power relations in East Asia, this project intends to examine
various aspects of the history question by analyzing the interactions of power, nationalism and history
frictions. In particular, it will examine various impacts on the East Asian order and probe into opportunities
to promote mutual understanding and historical reconciliation.
3. With the above objectives in mind, we will concentrate on three major aspects of the research topics:
(1) analysis and examination of the interactions between the history frictions and the changing power
relations in the region,
(2) a comparative examination of the relations between the history question and different conditions of
civil societies in the countries concerned, and
(3) examination and analysis of the history question and nationalism in various types of regionalism
and regional cooperation that are developing in the region.
4. The Features and Significance of the Project
(1) The project does not intend to look into various individual issues derving from the history question
such as prime minister's visit to the Yasukuni Shrine, the history textbook controversy, war crimes and etc.
Instead, the history question from an international relations perspective, focusing on the interactions
between the history frictions and power. Starting from an understanding that the post-Cold War
history question is qualitatively different from the history controversy of the mid-1980s, the project
members will analyze the interactions between the history frictions and the structural changes occuring
in the East Asian international system and their impacts on the East Asia order.
(2) The project approaches the history question from a civil soceity perspective. So the project members
will analyze relevant aspects and conditions of civil societies in Japan, China and Korea and identify
mechanisms of recurring history frictions. They will also exmine what kind of relationship exist between
varying degrees of maturity in the civil societies and the history frictions and explore some of the possibilities
that an emerging transnational civil society in the region will offer for the promotion of mutual understanding
and historical reconciliatiton.
(3) The project seeks to explore possibilities of sharing our understanding of the historical issues in
the Asia-Pacific, given the growing space of transnational civil society through cross-border movements
of people, goods, money and information. The frictions and ill-feelings caused by the history question
have given rise to the unhealthy nationalism among the countries in East Asia. As a result, the exclusive
nationalistic feelings, coupled with Sino-Japanese competition for leadership in the region,
are likely to draw East Asian international relations into the complex action-reaction cycles
of acrimony. It is quite important, therefore, to explore a transnational space such as
overlapping layers of regionalism that will contain or ''embed'' both the history frictions and intolerant
nationalism emerging in the region.
