こんにちは。グローバル観光学科１年次生の下川紗良です。私を含め3名のグローバル観光学科の１年次生が「ピカイチ・プロジェクト」のTRYという団体に所属しています。

ピカイチ・プロジェクトは、2009年から「社会貢献を図る活動を推進する」ために設けられた京都外大独自の取り組みで、「言語を通して世界の平和を」の建学の精神を持ち、自主的自立的に社会貢献を企画実行する学生に大学が活動の支援を行う取り組みです。京都外国語大学の学生であること、学生が主体となって活動し報告書や報告会、「言語と平和」の授業内でのプレゼンテーションを行うことが応募条件です。学内の選考委員会から活動がピカイチ・プロジェクトとして認められると、活動費や活動場所を大学から提供してもらうことができます。自身で考えたボランティア活動に取り組みたいなど、興味のある方はぜひ大学の公式ホームページも合わせてご覧ください。

TRY(外国人労働者・難民と共に歩む会)は、2006年に結成された関西で難民や非正規外国人の支援に取り組む団体です。現在、神戸市外国語大学、京都外国語大学、関西大学、大阪薬科大学の学生23名と社会人が所属していて、京都外国語大学は4名で活動しています。団体名称に「外国人労働者・難民と共に歩む会」とあるように、当事者と支援する側、される側という関係ではなく、同じ日本社会で生きている仲間として、共に差別や人権侵害と闘い、歩んでいく関係を目指し活動しています。

難民とは国籍をもつ国の外にいて、かつその国籍国の保護を受けることができない又は身の危険があるためその国籍国の保護を受けることを望まない人々のことです。難民の方の中には日本に来る人もいます。しかし、日本では難民として認められることはほとんどありません。そして、難民として認められず、迫害や身の危険により、母国に帰ることができない方々が入国管理局という施設に収容されています。

私たち京都外国語大学の学生は、大阪の入国管理局に行き、収容された難民の方に面会室にて、難民として日本に来た経緯や収容所で受けている扱いについて聞き取りを行っています。そこで得た情報は、京都外国語大学での展示やパンフレットの配布などで、報告を行っています。

最近では先月13日に大阪のコスモスクエア駅近くの大阪入国管理局へグローバル観光学科1年次生の３人とグローバルスタディーズの2年次生の先輩と社会人メンバーの5人で面会へ行きました。

私は、ウガンダから来た難民の方と面会をしました。彼は２年以上収容されており、とても日本語が上手なので、今回も日本語での聞き取りを行いました。彼は、2、3回難民申請を出しましたが、いずれも認められませんでした。彼は独裁政権の中、非政府組織に関わっていたため、国へ帰ると命の危険があり、帰国できない状態にあります。

また、今年の7月31日に彼に面会した際は、両耳から血が出る、右胸に痛みを感じるなど原因不明の症状がありました。しかし、外部の病院への受診は認められず、今も痛みが治らないそうです。このように面会で、多くの方が身体の不調を述べられますが、ほとんどが原因不明です。外部の病院への申請は通らないため、毎回の体調確認は必ずしています。

この日はさらにもう一人の方とも面会を行いました。彼も2年以上も収容されていて、体調が悪くなる一方だと言っていました。しかし、私たちが面会に行くと、いつも笑顔になってくれます。

11月29日まで、京都外国語大学の4号館1階で、グローバル観光学科のメンバー3人が作成した難民支援についてのポスターを展示していたので、気づかれた方もいたかもしれません。パンフレットやアンケートも配布しました。興味のある方はぜひ私たちに声をかけてください。

Hello, my name is Sara Shimokawa, a first-year student in the Department of Global Tourism Studies. Friends of mine and I belong to a student group called“TRY,”which was selected as a“Pika-Ichi project” for this year.

The Pika-Ichi project was one of the unique programs of KUFS, which was established in 2009 for promoting students' actions that contribute to society. Our university supports the initiatives of students who understand the founding spirit of our school "Pax Mundi Per Linguas（言語を通して世界の平和を)" and work on creative plans. In order to be selected, you have to act independently and make a presentation in the class of “language and peace.” If the selection committee approves your project, our university provides the war chest and the place for your activities.

TRY [support action for displaced people and foreign workers in Japan] was established in 2006. TRY consists of not only KUFS students but also those from other universities including Kansai University and Kobe City University of Foreign Studies.

Our mission is to protest discrimination and violations of human rights against displaced people and foreign workers in Japan.

Here, displaced people mean those who cannot be protected by the government of their homeland or those who do not wish to be protected by the government of their home country because it could impose life risks on them. They not only enter the USA or Europe but also enter Japan. However, it is rare that displaced people are recognized as legal refugees in Japan. In most cases, they are taken to the Immigration Bureau because they cannot go back to their home country.

I go to the Osaka Immigration Bureau with three other KUFS students. We meet with displaced people there to make interview-based investigations about the details of their coming in Japan and their hardships in the Osaka Immigration Bureau.

On November 13th, we went to the Osaka Immigration Bureau near the Cosmo-square Station in Osaka. I met a displaced person who came from Uganda. He has been accommodated in the Osaka Immigration Bureau for more than two years. He tried applications for refugee status many times, but any of them were not approved. He participated in non-governmental organizations under the dictatorship of the president of his country, so it posed a risk on him if he goes back to his home country.

Also, on July 31st, he had symptoms like bleeding from his ears and pain in his chest. However, his condition had been gradually getting worse because he was not allowed to have a medical examination by an outside doctor. There are many similar cases where those who are accommodated there have diseases of unknown causes. So, I always check their health condition.

On November 13th, I also met with a man who had been accommodated in the Osaka Immigration Bureau for more than two years. He always had a bad condition but he always welcomes us with a smile.

Based on the information gathered through these visits, we made pamphlets and reports and distributed or displayed them. Since some of them were exhibited in the building four until November 29th, you might have seen them. If interested, please contact us for further information.

こんにちは、グローバル観光学科1年次生の関戸友香です。今回は、グローバル観光学科に直接関わりはないのですが、観光と関係のある部活について紹介したいと思います。

私はフリーガイドクラブという部活に所属しています。この部活では、毎週土曜日に各社寺を訪れて外国人に話しかけ、英語で無料のガイドをさせていただくという活動をしています。協力していただいている社寺は、金閣寺、清水寺、龍安寺、平安神宮の4社寺で、火曜日から金曜日のお昼休みに各班土曜日に訪れる社寺の練習をしており、ガイド本番では情報の書いてあるノートなどは一切見ずに行なっています。

これだけを聞くととても厳しい部活だと感じられると思います。しかし、私がこの1年間にフリーガイドクラブの活動から得たものはとても大きいです。まず、京都の大学に通っているけれど、有名な寺社の情報をよく知らないという人が大半だと思いますが、この部活ではそれらのことに加え日本文化もたくさん学べます。また、ガイドさせていただいた方の国の文化との違いなどを話して楽しめるなどの異文化理解のきっかけにもなっています。

そして、情報を覚えて練習していると、もちろんなかなか思うようにいかずになげだしたくなったり、辛いと思ったりすることもあります。そんなとき、同期の仲間の存在が大きくあります。悩んでいるのは自分だけではないことに気づかされ、また頑張ろうと思えます。

土曜日のガイドが終わると毎回、あの情報が言えなかったとか、あのときこう言っていればよかったなどの反省も多くありますが、1番には楽しかったと思えることがとても多いです。これは練習を頑張ってきた証だと思っています。

みなさんにも、所属している部活や様々な活動で同じような気持ちになったことがあるのではないでしょうか。この活動を通して得られることを忘れずに、今後も活動していきたいです。


Hello! I am Tomoka Sekido, a 1st year student at the Department of Global Tourism. Today, I'm going to report on my engagement in tourism-related club activities.

The club that I belong is called a free-guide club. The members of this club visit temples and shrines on every Saturday and talk to foreign tourists and offer free English guide services. Our partner temples and shrines include Kinkaku Temple, Kiyomizu Temple, Ryoan Temple, and Heian Shrine. From Tuesday to Friday, we practice on campus and on Saturday, we go out on the field and provide guide services without looking at any memos.

It might sound like a tough club activity, but looking back, in the past year, I gained a lot from my engagement in the free-guide club. First of all, I was able to learn more about Japanese culture in addition to all the detailed information about famous temples and shrines in Kyoto. Also, by interacting with foreign tourists, I was able to learn from cultural differences.

Of course, it's not always fun. Sometimes, memorizing information is challenging, and I feel attempted to give up. But in such moments, I have friends and colleagues to count on. Working with them encourages me to work harder.

Whenever we finish our guide activities on Saturday, we have something to regret on. We always think we could've done better. Yet, it also makes us feel that we had a great time. I think we feel that way because we practiced enough.
